City/County Management and Collaboration with Law Enforcement Planning

Budgeting appears to be a structured, linear process, unique to each jurisdiction. However, such understandings fail to account for the interplay of competing needs (internal/external), political realities, and decision-making processes which we all face. This presentation seeks to demonstrate the manner in which planners, line personnel, and executive leadership can work collaboratively to establish an interactive budgeting process and avoid overly-structured processes which minimize employee, departmental, and community voices.

Beth Morton, CLEP
Ms. Morton is a Certified Law Enforcement Planner, and Past President of the International Association of Law Enforcement Planners (IALEP). She has continuously advocated for improved service delivery and volunteerism within law enforcement, in addition to advocating for law enforcement planning as a unique subset of skills necessary for the attainment/sustainment of best practices. Ms. Morton is now the Planning Administrator at the Clarke County Sheriff’s Office (Athens, GA), after 12 years of service to the Athens-Clarke County Police Department (Athens, GA) and 8 years of military service to her country.

Joshua Watkins, MPA, MA, CLEP
Mr. Watkins is an Advanced Certified Law Enforcement Planner with the Athens-Clarke County Police Department (Athens, GA) and long term member of IALEP. He serves as an advocate for the ACCPD’s planning, budget, and research activities, and has been with the ACCPD since 2007. Mr. Watkins’ research activities have focused on community-oriented policing, organizational concerns, and international relations.

Josh Edwards
Josh Edwards is an Assistant Manager at Athens-Clarke County Unified Government (GA). Along his career path, whether a Budget Analyst, Strategic Initiatives Manager, or Assistant Manager he has utilized budgeting, strategic planning and data analysis in improving the four communities he has served. In his latest roll, when not supporting the operational needs of the organization, Josh is focused on finding time to add structure and process to the strategic planning efforts, build a performance management culture, and help his departments develop their implementation skill sets.
